Emergency Preparedness Management Analyst-Limited Term (Open)

The County of San Mateo's Health Emergency Preparedness Program is seeking highly motivated candidates with superb Public Health and Emergency Preparedness knowledge and experience for the position of Emergency Preparedness Management Analyst-Limited Term.
There are currently two limited term positions in San Mateo County Health's Emergency Medical Services Division. Positions are located in South San Francisco, CA, but will drive/travel throughout the County to perform duties of the job. Incumbents must be available for call-out in the event of emergencies. These are limited term positions which will end June 2019.
Duties include, but are not limited to the following:
- Implement emergency management strategic plans and work plans by managing projects; projects may include all phases of emergency multi-agency coordination.
- Collaborate activities with representatives of involved agencies and/or jurisdictions who come together to make decisions regarding the prioritizing of incidents, and the sharing and use of critical resources.
- Facilitate and lead professional groups in decision making processes.
- Develop a scarce resource toolkit or checklist.
- Maintain a template to document discussion, rationale, and decisions regarding regional public health or medical policy.
- Solicitation of stakeholders to review existing plans/documents which may include emergency management officials from the state, other counties, regional governments, cities, and special districts to coordinate work efforts.
- Ensure Multi-Agency Coordination (MAC) Guide updates based on stakeholder review.
- Strategize a timeline for MAC Guide integration into the California Emergency Operations Manual.
- Develop guidelines for MAC Guide maintenance and periodic review.
- Conduct and coordinate training for Health Officers/MHOACs and stakeholders.
- Perform related duties as assigned.
FEMA IS-100.C: Introduction to the Incident Command System, ICS 100
FEMA IS-700.B: An Introduction to the National Incident Management System
Ideal candidates will possess:
- Demonstrated success in plan writing, project management and program coordination.
- Experience implementing emergency management strategic plans and work plans.
- A thorough understanding of phases of emergency multi-agency coordination.
- Experience with public health emergency functions and preparedness activities.
- A strong background/understanding of the allocation of resources crossing agencies in an emergency needed to support an incident during a disaster.
- Techniques for effectively representing the County in contacts with governmental agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations.
- Experience facilitating and leading professional groups in decision making processes.
- Experience in facilitating group discussions with professionals of different backgrounds.
- Experience with organizational and management practices as applied to the analysis, evaluation, development, and implementation of programs, policies, and procedures.
- Strong oral and written communication skills.
- Proficiency in Microsoft Office Suite.
- Bachelor's Degree in emergency management, business administration, public administration, public health, communications, criminal justice, or a related field.
- Three (3) years of experience planning and coordinating emergency response programs and activities.

Licensure/Certification: Possession of a valid California class C driver license or equivalent.
